Only LIC, HDFC, ICICI and Barclay Bank are financing YEIDA plots. PoA purchases are not financed. Allotment transfer is allowed by paying 4.5% and then financing is possible.
You can not change payment plan from 2 to 1 or vice-versa however you can make 100% payment from Option 1 and 2 and you do not need YEA's permission for it. In case you are financing through a bank to pay 100% in order to avail the 2% discount then send a change request letter to YEA along with Allotment Letter and an ID.

100% payment amount for 500SQM plot is Rs 21,28,500.00

100% payment amount for 300SQM plot is Rs 12,97,500.00

You will additionally pay registration / Lease rent after 4 years which is tentatively 18-20% of your plot cost.

 

Only Demand Draft or PayOrder (which is Banker's Certified Cheque) is acceptable. Personal Cheques / CASH are NOT acceptable.The DD needs to be deposited to the bank mentioned in the allotment letter. 4 copies of the challan (which is given by the bank) needs to be filled in original. Attach a copy of allotment letter as well. 
DD / Payorder CAN NOT be deposited at any other bank branch besides the branch mentioned on your allotment letter. Multiple DDs are acceptable. Check this thread about multiple DD under one challan.

Broad steps:

1. Write an Application to the YEA CEO for the Cash Down option and submit it to the property manager of the Sector (18/20). Also mention 
by what DATE you will be doing the payment as this helps in calculating the interest portion. 
Also, attach a copy of allotment letter and ID Proof.

2. YEA Property Manager will issue a letter mentioning the Date and the Amount to be deposited (Total time = 2-3 hrs for these 2 steps)

3. Make a photocopy of this letter

4. Deposit the mentioned amount in your concerned bank on or before the Date (otherwise a new letter is required) along with the photocopy
of the letter issued by YEA.

 13) How to avoid being cheated in a Real Estate Deal:


As for the precautions... there are many.

First and foremost, before conducting any real-estate deal, one should
ALWAYS check the official records. Most good real-estate professionals
arrange for a copy of original records from the authority before making the
payments (of course, the buyer will have to pay for the service). In this
manner one can crosscheck the ownership and the status of the property. All
one needs to do is contact a good lawyer or a deed writer and he/she will
arrange to get a copy of official documents (again, its better to pay and be
sure than to save few bucks and regret later).

Secondly, always insist on physically seeing the original documents. Once
you have the original documents in front of you, please cross check those
documents with the photocopy of records your lawyer/deed writer arranged
from the authority. Once the documents tally, ensure the person in the
photograph on original documents provided by the seller signs the sale
agreement. Also, please ensure that the agreement is on Rs. 100 stamp paper,
issued on the buyers name.

Also keep an original photograph and photocopies of photo id + address
proofs, self attested by the seller. Once the sale agreement is signed, make
a photocopy of the sale agreement and seller's ids, and ask your lawyer/deed
writer to get the same attached to original records of the authority and get
the receiving.

Another thing... who conducts your deal is more important than what rate you
sell/purchase. More often than not, the dealer(s) are the most important
person. Just like doctor is extremely important between the illness and the
treatment... similarly, middle men are important between two parties. Please
don’t always fall for cheap rates. Remember, if something is cheaper than
the market rate, 9 out of 10 times, there can be something fishy...
something you may not be able to smell early, but it may harm you later. So,
please be very careful whist selecting the property agent/middle man.

Lastly but most importantly... smart men always seek invisibles. Don’t be
afraid to ask questions... no matter how stupid or irrelevant they maybe.
Buying or selling... ask questions... smallest doubt... ask questions...
something you cant understand... ask questions... want to know how things
are done... ask questions. Just ask about everything. You don’t have to
react to every answer... you don’t have to panic... just ask and keep in
your mind... every bit of knowledge helps. Who knows what info comes handy.
So... ask questions.

#14   Lease Deed and Registration. [AGREEMENT TO LEASE (ATL)]


Difference between ATL and Registration:


ATL and Registry are two entirely different things. 

Step 1: Authority invites public to apply for draw of lots.

Step 2: Authority executes draw of lots and lucky winners are announced.

Step 3: Lucky winners (henceforth, called allottees) are intimated to deposit allotment money within a certain time frame.

Step 4: Thereafter, Allottees continue to deposit instalments, as mentioned in Allotment-Cum-Allocation Letter.

Step 5: After a certain time, Allottees are informed that they can now take physical possession of the plots, but only after depositing the lease money, which is normally 10% of the total amount of the plot/property, payable to the authority.

Step 6: Allottee approaches the authority to sign Lease Deed, by depositing the lease money in prescribed bank. At this point, Lease Deed format is printed on Stamp Papers (as instructed) and the same is signed by the representatives of the Authority.

Step 7: Once Lease Deed is signed, Authority hands over the physical possession of the plot to the Allottee (Possession Certificate is issued).

Step 8: Finally, the Allottee has to get the Lease Deed registered at Sub-Registrar’s office, within 90 days of signing of the Lease Deed. Failing which, the Lease Deed will be considered invalid and void.

There has been humongous pressure from state revenue department on the authority to generate revenue and given that the Authority is not in the position of providing physical possession at this point of time, hence unable to sign actual Lease Deed, a mid-way acceptable to all has been derived, called “Agreement-To-Lease”, where in all parties benefit.

“Agreement-To-Lease” or ATL, is not a Lease Deed. It is simply an agreement between the allottee and the authority that the allottee will pay for and sign the Lease Agreement as and when the possession is provided by the Authority. Thereby, the revenue department gets the registration revenue right away (without waiting for years) and the allottee saves money by having to pay registration money at allotment rates (which are always considerably lower than then existing circle rates).

The only catch, so far, has been that once the ATL is signed, Authority refuses to transfer the ownership of allotment rights. Authority is actually correct in doing so. As there is an existing agreement between party A, the authority and party B, the allottee... and the terms of agreements will only be fulfilled once the physical possession is provided, therefore authority cannot break the law by ignoring/overwriting any existing agreement.

My personal opinion remains the same. Only those people should execute ATL, who are 1000% sure that they will not sell the plot in near future (at least next 3-4 years) and who have 1000% confidence that they have enough money in other resources to meet any unforeseen eventuality, should they need the money in the future.

1) Go straight to collectorate in GN buy stamp papers from treasury by paying cash.Then get the matter printed on stamp papers and attach all supporting doc .

6. Allottee/owner applies for permission for "Transfer-Of-Lease-Deed" (also called Transfer Deed) in favor of the buyer (expenses incurred by the buyer)
7. "Transfer Deed" is issued in favor of the buyer.
8. Buyer purchase stamp paper from state Stamp and Revenue Dept., signs and register "Transfer Deed" in his name at Sub-Registrar's Office (expenses incurred by the buyer)
9. Buyer now becomes the new owner.

Safal Suri's advise:

People who are not a long term investor... I'd suggest you avoid any additional expenses other than those which are absolutely compulsory/mandatory. As of now, Agreement-To-Lease isn't mandatory... so just let it be. 

When you sell the plot... IF NEED BE... that is IF the authority makes it compulsory by then... get the ATL registered... else... Why spend additional 
money? The buyer of your plot would naturally like to buy as cheap as possible... and if you pay for ATL, etc... the cost of your plot would increase and thus make your plot more expensive... resulting in less profitability for you. 

Keep all your expenses minimum... UNLESS you plan to retain for next 4 years or more. 


Agreement-To-Lease is just another regular agreement between two parties. If 
an agreement is signed by two parties, that agreement has to be mutually 
discontinued before one of the party decides to sell the property. Hence, 
once you sign an Agreement To Lease, you will have to first get the said ATL 
cancelled before selling the property.

We have learnt so far that the circle rate of YEA will go up in the very near future (10% min) (50% speculated by some). So people planning to do ATL after 6 months, the change in circle rate will affect you. The stamp duty fee remains unchanged at 5%, till March 2011 and after that it can go backup to 8% again (we can not predict). The bottom line is, ATL expense will depend upon the future circle rate and the percentage of stamp duty fee prevailing that time. We can not speculate the future rates.

#15.  Two topics... non functional web portal... and... missing challans... have been spoken about repeatedly. For the convenience of those who are unaware of earlier discussions... 

1. Non functional web portal:

To the best of my knowledge... a private IT company was hired by Yamuna Expressway Authority (YEA)... to build software, set up hardware infrastructure and operate all online and offline computerized information... including data entry process. Few months after the draw of lots in Oct/Nov 2009, for reasons unknown to me, problems brew and the contract fell off between both the parties. Subsequently the said private company went to the court and took a stay order against the authority hiring any other company un till the dispute is legally resolved.

As I am told... even though the authority is very much willing to get all records computerized... it is unable to do so because of the court order. Now... I cant guarantee the correctness of information. But this is what I have been told each and every time I have raised the issue with concerned officials.

2. Missing Challans:

There are total of 21,000 plots. Vast majority of plots were bought on instalment plan. Which essentially means... 20,000+ records each 6 months. The process/steps are as follows:

Step 1. The allottee fills 4 forms and deposits 3 of them with the bank.
Step 2. The bank keeps 1 copy for its records and send 2 copies to finance department of the authority.
Step 3. The finance department keeps 1 copy for itself and sends 1 copy to property department.
Step 4. Property department is the last to receive the copy. When it receives the copy, it is then manually inserted in the file.

Remember, there are roughly 20,000+ records to be maintained manually, involving multiple steps and multiple agencies. Often, the banks send the copies after months... and then finance department takes months of its own... AND finally property department too takes months to insert each copy manually in respective file. In the process... more often than not... some copies are invariably lost.

The best thing to do... keep the original receipt with oneself. No need to worry. Whenever one visits the authority... just ensure to carry a photocopy of each payment and deposit the same with property department.

Fortunately... guys at property department are very friendly and helpful when it comes to updating the records.
