Only LIC, HDFC, ICICI and Barclay Bank are financing YEIDA plots. PoA purchases are not financed. Allotment transfer is allowed by paying 4.5% and then financing is possible.
You can not change payment plan from 2 to 1 or vice-versa however you can make 100% payment from Option 1 and 2 and you do not need YEA's permission for it. In case you are financing through a bank to pay 100% in order to avail the 2% discount then send a change request letter to YEA along with Allotment Letter and an ID.

100% payment amount for 500SQM plot is Rs 21,28,500.00

100% payment amount for 300SQM plot is Rs 12,97,500.00

You will additionally pay registration / Lease rent after 4 years which is tentatively 18-20% of your plot cost.

 

Only Demand Draft or PayOrder (which is Banker's Certified Cheque) is acceptable. Personal Cheques / CASH are NOT acceptable.The DD needs to be deposited to the bank mentioned in the allotment letter. 4 copies of the challan (which is given by the bank) needs to be filled in original. Attach a copy of allotment letter as well. 
DD / Payorder CAN NOT be deposited at any other bank branch besides the branch mentioned on your allotment letter. Multiple DDs are acceptable. Check this thread about multiple DD under one challan.

Broad steps:

1. Write an Application to the YEA CEO for the Cash Down option and submit it to the property manager of the Sector (18/20). Also mention 
by what DATE you will be doing the payment as this helps in calculating the interest portion. 
Also, attach a copy of allotment letter and ID Proof.

2. YEA Property Manager will issue a letter mentioning the Date and the Amount to be deposited (Total time = 2-3 hrs for these 2 steps)

3. Make a photocopy of this letter

4. Deposit the mentioned amount in your concerned bank on or before the Date (otherwise a new letter is required) along with the photocopy
of the letter issued by YEA.

Let me explain current system in sequence: (posted on April 17, 2010)
Current system (from allotment till now):
1. Allotment of plot to allottee
2. Allottee pays allotment money to authority (expenses incurred by the allottee)
3. Allottee applies for "Transfer-Of-Allotment" in favor of the buyer (expenses incurred by the buyer)
4. "Transfer-Of-Allotment-Rights" letter issued by the authority in favor of the buyer
5. Buyer becomes the new Allottee.
Expected system in future (from now up to possession):
1. Allotment of plot to allottee
2. Allottee pays allotment money to authority (expenses incurred by the allottee)
3. Allottee continues to pay installments to the authority (expenses incurred by the allottee)
4. Allottee purchase stamp paper from state Stamp and Revenue Dept., signs and register "Agreement-To-Lease" at Sub-Registrar's Office (expenses incurred by the allottee)
5. Allottee applies for "Transfer-Of-Allotment" in favor of the buyer (expenses incurred by the buyer)
6. Buyer purchase stamp paper from state Stamp and Revenue Dept., signs and register "Agreement-To-Lease" at Sub-Registrar's Office (expenses incurred by the buyer)

6. Allottee/owner applies for permission for "Transfer-Of-Lease-Deed" (also called Transfer Deed) in favor of the buyer (expenses incurred by the buyer)
7. "Transfer Deed" is issued in favor of the buyer.
8. Buyer purchase stamp paper from state Stamp and Revenue Dept., signs and register "Transfer Deed" in his name at Sub-Registrar's Office (expenses incurred by the buyer)
9. Buyer now becomes the new owner.

Safal Suri's advise:

People who are not a long term investor... I'd suggest you avoid any additional expenses other than those which are absolutely compulsory/mandatory. As of now, Agreement-To-Lease isn't mandatory... so just let it be. 

When you sell the plot... IF NEED BE... that is IF the authority makes it compulsory by then... get the ATL registered... else... Why spend additional 
money? The buyer of your plot would naturally like to buy as cheap as possible... and if you pay for ATL, etc... the cost of your plot would increase and thus make your plot more expensive... resulting in less profitability for you. 

Keep all your expenses minimum... UNLESS you plan to retain for next 4 years or more. 


Agreement-To-Lease is just another regular agreement between two parties. If 
an agreement is signed by two parties, that agreement has to be mutually 
discontinued before one of the party decides to sell the property. Hence, 
once you sign an Agreement To Lease, you will have to first get the said ATL 
cancelled before selling the property.

We have learnt so far that the circle rate of YEA will go up in the very near future (10% min) (50% speculated by some). So people planning to do ATL after 6 months, the change in circle rate will affect you. The stamp duty fee remains unchanged at 5%, till March 2011 and after that it can go backup to 8% again (we can not predict). The bottom line is, ATL expense will depend upon the future circle rate and the percentage of stamp duty fee prevailing that time. We can not speculate the future rates.

Surendran Sajal described the ATL steps as follows:

1) stamp papers can be purchased from treasury or you can go greater 

Noida autority . in greater noida authority compound is the office of 

registrar and you will find a lot of lawyers ,deed writers present 

there .You have an option of paying a bit extra and purchasing stamp 

papers from this place also .Which is what i did . 

2) These deed writers can complete the formalities of filling up stamp 

papers for you .Procedure in Greater Noida is very different from that 

in Delhi .In Delhi you mostly type the matter on stamp papers whereas 

here the write on all pages Agrrement to Lease and some matter like 

Plot no etc ,rest all is cut and at end the attch the 6 pages of 

agreement to lease that you download from Yamuna expressway 

website .In this the fill in relevant details .On some pages they will 

paste the pictures of property manager and your pictures . 

3) 3 copies are made . 

4) future liability is no big deal .they may either write themselves 

or ask you to write on a 10 rupees stamp paper in Hindi that you are 

executing an agreement to lease with the Yamauna expressway authority 

and that you are willing to pay any additional charges that the 

authority may ask for at a future Date .They get your signature and 

deed writer gets it stamped from i dont know registrat or some 

advocate by putting a revenue stamp and seal . 

5) after this is over you go to yamuna expressway authority .on the 

top floor Property managers of sector 18 -20 are sitting .You have to 

first see that your file is removed from Record room and sent to 1st 

floor for verification .After verification Prperty manager will 

sign .This procedure takes about 2 hrs . 

6) Lastly you go to Greater Noida Authority and submit documents for 

registration .It takes 1-1.3 hrs for processing .You pay fees and you 

are given a receipt .there they take your finger prints and pictures 

on computer and affix it on the ATL .You can collect your copy of ATL 

after registration after 3 days . 

7) Carry minimum 4-6  photos of allotte   .Also 2 witnesses with 3 

photos of each witness

Krishnan described the ATL steps as follows:


The following is the step by step procedure to be followed at YEIDA in 

order to get the work done without paying any money there. 

1.     Buy the stamp papers, as applicable, at Sub Registrar office 

compound at Gr. Noida. 

2.   (a)  Get a deed writer to get the relevant material typed on the 

stamp papers.  (it is something like this:   This is a part of 

agreement to lease of plot no.  ______   Block ______ Sector ______ at 

YEIDA vide allotment no. _________ for a plot measuring _______ 

metres. 

     (b)   Attach a 6 page performa of "Agreement to lease", duly 

filled, as available on YEIDA website. 

3.  Now make sets of documents as follows: 

  1st set:   Original 2(a) above +  Original 2(b).  One photo each of 

allottee (attested), YEIDA manager and POA holder of the manager (who 

will sign the documents at Sub Registrar office) on the 1st page. 

Signature and 1 photo each of the 2 witnesses on the last page at 

relevant column. 

The allottee has to sign on the bottom of all the stamp papers and 6 

page agreement. 

 2nd set:  Photocopy of 2(a) and original 2(b). 

The procedure of photos and signatures of all parties is same as 

mentioned in !st step. 

   3rd set:   -Original 2(b) 

                - copy of allotment letter 

                 -copy of payment challan of bank  for payment made in 

January 2010. 

                - a paper containing allottee's NAME, FATHER'S NAME, 

ADDRESS and SIGNATURE 

                 duly attested. 

The clause of photos and signatures are to be followed as mentioned in 

Step 1 above. 

Tricks: 

1. I had obtained signatures and photos of an advocate and his crony, 

but they were not asked to be present in YEIDA. 

2. The photos of the manager and his Power of attorney holder (who 

will sign the documents at sub registrar office must be obtained and 

it is freely available with all the advocates/touts for rs. 50/- for 

three copies. 

I went on the evening of 27th April  at 4.30 pm with the documents but 

was told by Manager to come the next day.  I went the next day at 

10.15 sharp and filed the documents there.   The work was over by 

12.00 noon and that too without paying any money to anyone. 

I went to Sub registrar office and paid an advocate Rs. 3500/- for 

registry and was out of the complex by 1.00 pm.   It is that simple.
